Elba Garcia
Elba Garcia brings over 20 years of experience in loan operations supporting diverse-owned business enterprises. As Assistant Vice President and Program Manager at Business Consortium Fund (BCF), she helps underserved and diverse-owned businesses prepare for capital access and achieve growth through financial training. She leads initiatives that expand funding opportunities, enhance financial literacy, and promote small business revenue growth, job creation, and economic inclusion.
Previously, as Loan Portfolio Manager, she oversaw the loan operations of BCF and Triad Investments, LP, including administration, servicing, monitoring, compliance, renewals, and restructurings. Before joining BCF in 1996, Ms. Garcia worked with the Bronx Council for Economic Development, where she helped establish a Business Improvement District. She holds a Bachelor of Arts in Economics and Business Management from Lehman College.

Sahra Halpern
Sahra S. Halpern, president of the Business Consortium Fund and Triad Investments, has created innovative, mission-driven lending programs throughout her career in community development finance. She is responsible for driving BCF toward greater impact in the communities we serve by expanding our capital reach to business owners of color. Ms. Halpern started her career in international microfinance before spending 15 years at Charles Schwab Bank in the Community Development Group, which she helped establish and grow. Subsequently, Ms. Halpern led strategic lending initiatives at Capital Impact Partners, a national community development financial institution, where she led structured fund development and lending strategy.
Ms. Halpern earned a Master of Business Administration degree from the University of California, Davis – Graduate School of Management and also holds a Bachelor of Arts degree from Wesleyan University.

Aaron Moyé
Aaron Moyé has nearly a decade of experience in the small business underwriting space. He has worked at a variety of financial institutions, playing an integral role in establishing their credit guidelines and implementing underwriting procedures. At BCF, he is responsible for guiding borrowers through the loan origination process, which involves understanding their financing needs and structuring loan facilities designed to help them achieve their business goals. Prior to BCF, Aaron was an Analyst Manager at First Republic where he helped scale the underwriting team and increase loan originations by north of 25%. Aaron received his B.S. in Accounting from Santa Clara University.

James Myers
James E. Myers is an experienced accounting professional with nearly a decade of expertise in financial operations, reporting, and compliance. He specializes in full-cycle accounting, which includes accounts payable and receivable, payroll, general ledger management, and GAAP-compliant financial reporting.
At BCF, James plays a vital role in supporting the organization’s financial health. He prepares monthly, quarterly, and annual financial statements, manages the closing processes, and conducts variance and budget performance analyses. Additionally, he ensures the timely and accurate processing of financial transactions, maintains effective internal controls, and assists with the annual budgeting and audit processes. He also provides financial reports to the CEO and reviews executive expense reports for accuracy and compliance.
James contributes to BCF’s mission by ensuring operational efficiency and financial integrity, which helps expand access to capital and economic opportunities.
He earned a Bachelor of Science in Accounting from The College of New Jersey.

An Phan
An Phan is a results-driven leader with 20 years of experience in consumer and small business lending, specializing in operations, strategy, credit, and marketing. At BCF, he leads the Supplier Finance Institute, working to expand capital access for economically disadvantaged entrepreneurs and those operating in designated business investment areas. This support helps them grow their businesses, secure new supply chain contracts, fulfill existing ones, and drive economic parity through quality job creation in their communities. Additionally, An enhances BCF’s impact by broadening capital reach to small and medium-sized enterprises (SMEs) through lead generation, marketing initiatives, and strategic partnerships with organizations focused on supplier diversity, while also developing new programs and serving on the Development Committee.
Before joining BCF, An held senior executive positions at fintech startups, where he led value-driven initiatives to enhance sustainable growth through partnerships, innovative products, effective marketing and sales strategies. An also worked at Citigroup, Wells Fargo, and McKesson, where he spearheaded complex enterprise initiatives spanning multiple business lines, distribution networks, channels, customer segments, products, and geographies.
An earned a Bachelor of Arts from Hampshire College and a Master of Business Administration degree from the University of Southern California.

Joubert Richards
Joubert Richards has six years of commercial real estate finance experience. As a Small Business Loan Underwriter with BCF, Mr. Richards supports the loan origination process, underwriting deals for Minority Business Enterprises to gain access to capital. Prior to BCF, Joubert was a Loan Closer/Closing Officer for a Certified Development Company in partnership with the U.S. Small Business Administration (SBA). In this role, Mr. Richards conducted closing procedures for small business real estate transactions in Indiana and Kentucky by ensuring SBA 504 loan policy compliance. Prior to Mr. Richards’ career in finance, he served as a Patent Examiner for the U.S. Government and as a Proposals Coordinator for an engineering company in Madrid, Spain.
Mr. Richards earned a Bachelor of Science degree in Chemical Engineering from the Massachusetts Institute of Technology.

Paola Torre brings over four years of experience in project management, followed by specialized expertise as a Virtual Assistant since transitioning into the industry in 2020. Currently with the Business Consortium Fund (BCF), she provides high-level administrative and operational support, with a primary focus on assisting the CEO. In this role, she leverages her strong organizational, communication, and technical skills to streamline executive operations, manage priorities, and support the organization’s mission-driven initiatives.
Paola is known for delivering reliable, efficient, and proactive virtual assistance, contributing to improved workflow, coordination, and productivity across leadership functions. She holds a Bachelor’s degree in Industrial Engineering from New Era University in the Philippines, which she earned in 2016, providing her with a strong foundation in process optimization, problem-solving, and systems thinking.
