An Phan is a seasoned executive with 20+ years of experience driving growth, profitability, and market expansion across startups, global enterprises, and mission-driven organizations. As Chief Programs Officer at BCF, he leads initiatives that empower small businesses to compete for corporate and government contracts through targeted financial training, improved access to capital, and strategic networking opportunities.
Prior to BCF, An held senior leadership roles at fintech startups and major corporations, including Citigroup, Wells Fargo, and McKesson, where he spearheaded enterprise-scale initiatives across operations, product development, marketing, and business strategy. He holds a BA from Hampshire College and an MBA from the University of Southern California.
Dalton Wieck, Outreach Associate, Small Business Majority
As Small Business Majority's Outreach Associate, Dalton Wieck assists in planning and conducting events, providing essential logistical support and marketing to ensure successful and well-attended national and state-level events. He helps foster relationships with new small business and partner contacts and engages in proactive outreach to support a spokesperson program across multiple states. He is adept at interviewing small business owners and helping share their stories.
Previously, Dalton served as the Member Engagement Manager for the Dallas Regional Chamber and, before that, as Small Business Majority's Engagement Coordinator. He currently resides in Dallas, TX.
